The North Precinct Community Outreach Team (COT) is made up of senior patrol officers that have exhibited a dedication to making a difference in their communities. These officers are self-motivated and believe in pro-active law enforcement in an effort to improve the quality of life for the citizens of Horry County. The COT Team focuses its enforcement efforts in residential neighborhoods, business districts, and areas experiencing an increased amount of criminal activity. The COT Team monitors traffic violations in residential areas and school zones and saturates areas of reported illegal narcotics activities. The COT Team is also responsible for working special events in their assigned areas that may require an additional police presence.
Corporal Thomas McMillan supervises the North Precinct COT Team. The COT Team’s activities are monitored and coordinated by Lt. Kevin Duke, the North Precinct Deputy Commander. Cpl. McMillan or Lt.
